Pass/Permit Control Office

Important Notice:
Transport Canada has amended the application form for Transportation Security Clearance (TSC)
.

The Pass/Permit Control Office (Pass Office) issues Restricted Area Identification Cards (RAICs), keycards, parking permits, vehicle markers, and Airside Vehicle Operator’s Permits (AVOPs) and provides other administrative services and training. At capacity, approximately 150–200 applications are processed by Pass Office personnel on a daily basis.

Hours of Operation

The office is open from 7:30 a.m.– 5:00 p.m. Monday – Friday. The office is closed weekends, statutory holidays, and every second Wednesday of the month.

Peak Periods

Seasonal peak periods result in higher than normal volumes of applicants attending the Pass Office. Additional Pass Office personnel are hired to assist during peak periods which occur in the summer from March through May and prior to the Christmas season from September through November.

Services by Appointment

Restricted Area Identification Cards (RAICs): The GTAA has implemented an appointment-based system for RAIC applications and processing. This includes applicants who are new to the airport, airport employees returning to the Pass Office to exchange their temporary pass for a permanent RAIC, as well as employees renewing or updating their RAIC. Contact the Pass Office to book an appointment at the number provided at the bottom of this page.

A web-enabled booking service will be activated shortly that will allow signing authorities to book appointments for their staff online as well as check appointment availability by way of an online calendar. Twenty-four hours cancellation notice is required for all scheduled appointments. A $50.00 administrative fee will be charged to the applicant’s company signing authority for missed appointments and appointments that are cancelled with less than twenty-four hours notice.

Upon issuance, RAICs require a twenty-four hour processing period for the purpose of synchronizing an applicant’s RAIC data with various internal security systems. A newly issued RAIC may not work or provide access until the twenty-four hour processing period has passed.

For access issues or other problems after the twenty-four hour processing period, contact the RAIC Access Issues information line at the number provided at the bottom of this page. A Pass Office employee is dedicated to responding to inquiries and troubleshooting during all office hours.

Group Appointments: The Pass Office offers after hours appointments for large groups of new hires, especially during peak periods. Companies requiring large group processing may contact the Pass Office to book an appointment at the number provided at the bottom of this page. Please note that there is an administrative cost for appointments processed after hours.

AVOP Testing: Appointments for AVOP practical testing are now handled by the AVOP Office. Contact the GTAA AVOP Office for more information or to book an AVOP practical test. Upon successful completion of the test, Pass Office personnel will issue AVOPs to applicants with the applicable documentation.

Walk-in Services

Walk-in services shall remain in effect for the following fast-track items: keycards, parking permits, vehicle markers, and AVOPs (with the proper accompanying documentation). Applicants visiting the Pass Office for any walk-in services will be processed on a first come, first served basis depending on the availability of service personnel. A queuing system shall be implemented and managed by Pass Office personnel during office hours for all services.

Pass Office Locations

In addition to the existing Pass Office, preparations for a supplementary satellite office are in progress. Construction of a new permanent Pass Office is underway.

Temporary Satellite Office Location
At the end of July 2007, an additional Pass Office will be opened in Terminal 1 that will be dedicated to customer services by appointment only.

Permanent Pass Office Relocation
